ORA-12578 When Trying To Create/Drop An Object (Doc ID 1562837.1)

This note describes a known issue on Windows platforms

Symptoms

While connected to an Oracle 11g Release 2 (11.2.0.x) database which uses a Secure External Password Store,
the following error occurs when a user tries to drop an object:

ORA-12578: TNS:wallet open failed

 
The issue can be reproduced at will with the following steps:

1. Configure the Secure External Password Store
2. Connect to the database via SQL*Plus using a TNS alias
3. Try to create a table:

SQL> create table test (col1 number);

or drop a table:

SQL> drop table test;

Both statements will fail with the ORA-12578 error


The same error can occur during database startup and a "shutdown immediate" can fail with the following error:

ORA-00600: internal error code, arguments: [opiodr: call 1], [], [], [], [], [], [], [], [], [], [], []
