MDSYS.RDF_VALUE$ Needs To Be Cleaned Up (Doc ID 1563712.1)

By dropping a model, the values stored in rdf$values are not deleted.
Many dangling entries in MDSYS.RDF_VALUE$
reason 1 : Drop and recreate the Models using SEM_APIS.drop_sem_model('MS3_WORK');
reason 2 : Create a semantic metamodel using blank nodes. Oracle generates a Blank node made of
Model ID + Graph ID + generated BNode ID

For example only 34,000,000 rows are actually used out of 137,000,000 rows (23,314Mb)

The only way to do a clean purge of this table is to deinstall Oracle Semantic Web using SEM_APIS.DROP_SEM_NETWORK and then reinstall it.

Oracle Recommandation so far is
- Not to drop the model but truncate it instead
- Transform blank nodes into URIs

Even though this can be implemented we need a way to cleanup MDSYS.RDF_VALUE$
