11gR2 Listener With RATE_LIMIT Set: Slow Connect Time and Tnsping Response Time High with TNS-1158 Error (Doc ID 1568591.1)

Symptoms

Incoming connections take a long time to establish. Also tnsping report high response times without any network delay (normal ping times for that network).
Restarting the listener solve the issue temporarily but it will appear later on again.

Changes

The listener is using RATE_LIMIT for a TCP endpoint and this limit is often enforced.  In other words, the TNS-1158 error is frequently thrown in the listener log due to the high number of incoming connections and the threshold for RATE_LIMIT being reached.


This behavior would be exhibited with either of the following listener.ora file configurations:

 
Again, the TNS-1158 message is frequently thrown in the listener.log because the limit has been reached and connections are being rejected.
