Can DBMS_COMPRESSION.COMP_FOR_QUERY_HIGH be Run from a Non-Exadata Database? (Doc ID 1572835.1)

Goal

You are considering purchasing Exadata or Oracle storage hardware (Pillar or ZFS) that allows Hybrid Columnar Compression (HCC), and need to know an estimate of the compression ratio that could take place with that type of compression.  However, you do not currently have the required hardware to run HCC.   Can you run the dbms_compression procedure in 11gR2 with the compression type of COMP_FOR_QUERY_HIGH (or COMP_QUERY_HIGH in 12c) if the current database is not on that specific hardware?
