TimesTen Case Study: All Client Connection Requests To TimesTen Data Store Fail With Generic "The Command Failed" error

Customer reported that all connection attempts to a TimesTen data server were returning generic "command failed" errors about 1 minute after the request was made:
This problem involved a TimesTen data store resident on a Windows 2008/R2 server. However there is no theoretical reason why the same problem could not exist on any other platform where all connections were being made from remote clients.
The Support analyst working with the customer requested customer to try to connect to the data store locally, and after about 130 seconds this resulted in a successful connection. Once a successful connection had been made locally. all remote connection requests succeeded with no delay.
