TimesTen Resource managed by CRS is not able to startup (Doc ID 1575211.1)

Symptoms

Active/standby pair with clusterware, when the active is rebooted, the active didn't come up correctly.  This is the message in the crsd log(text file):

This is what's in the customer's cluster.oracle.ini file:

$ cat cluster.oracle.ini
[TTDSN1]
PrimaryHosts=hostname1,hostname2
PrimaryVIP=123.123.123.31,123.123.123.32
ScriptInstallDir=/timesten//ttscripts
VIPInterface=eth0
VIPNetMask=255.255.255.123

This command prints the VIPs used by CRS:

$ srvctl config nodeapps
Network exists: 1/123.123.123.0/255.255.255.123/eth0, type static
VIP exists: /hostname1-vip/123.123.123.31/123.123.123.0/255.255.255.123/eth0, hosting node hostname1
VIP exists: /hostname2-vip/123.123.123.32/123.123.123.0/255.255.255.123/eth0, hosting node hostname2
