In a multitenant enivronment with Database Vault enabled for the root container, user creation as the DV Account Manager at root fails with ORA-65048.
Changes
In a multitenant enivronment DV is enabled at the root level along with the PDBs where DV is enabled. It is not recommended to disable DV at the root level.
