Lower Level consumer Group Consume high CPU in Resource Manager

A Resource consumer group is a group of sessions that are grouped together based on resource requirements. The Resource Manager allocates resources to resource consumer groups, not to individual sessions.
This note explains how CPU is allocated among these Resource Consumer Groups at same and different level.
