AUTO SGA: Disabling Background Sga Auto-tuning Message Leading To ORA-4031

Symptoms
Immediately after database open completed, the following messages regarding AUTO SGA are reported.

Completed: ALTER DATABASE OPEN

AUTO SGA: Could not access 5, db cache advisor.
AUTO SGA: Disabling background sga auto-tuning.
Which then leads to a flood of ORA-4031 errors leaving database unusable.
ORA-04031: unable to allocate 4160 bytes of shared memory ("shared pool","unknown object","sga heap(2,0)","kkj jobq wor")
ORA-04031: unable to allocate 4080 bytes of shared memory ("shared pool","unknown object","sga heap(2,0)","library cache")
Changes
Moved database to new hardware with many CPU's.
