dbms_redefinition.sync_interim_table fails with ORA-32416 (Doc ID 1581423.1)

Symptoms

If you perform a sync_interim_table immediately followed by a
finish_redef_table, there is a chance that an error with the following stack
will result:

ORA-42011: error occurred while completing the redefinition
ORA-32416: one or more commit SCN-based materialized view logs are not in
consistent state for fast refresh
ORA-06512: at "SYS.DBMS_REDEFINITION", line 100
