11G: Oracle Resource Manager Client_program Mapping Not Working, Converted to Capital Letters (Doc ID 1586148.1)

Symptoms

In 11G, New sessions didn't map to the correct resource_consumer_group, Program appearing in upper case in DBA_RSRC_GROUP_MAPPINGS after executing
dbms_resource_manager.set_consumer_group_mapping with the program name in a upper case.

dbms_resource_manager.create_pending_area();
dbms_resource_manager.set_consumer_group_mapping(
    dbms_resource_manager.client_program,
    'Toad.exe',
    'low_priority_toad_group'
);
dbms_resource_manager.set_consumer_group_mapping(
    dbms_resource_manager.client_program,
    'toad.exe',
    'low_priority_toad_group'
);
dbms_resource_manager.set_consumer_group_mapping_pri(
    EXPLICIT => 1,  SERVICE_MODULE_ACTION => 2,
    SERVICE_MODULE => 3,
    MODULE_NAME_ACTION => 4,
    MODULE_NAME => 5,
    SERVICE_NAME => 6,

But it only create one entry in DBA_RSRC_GROUP_MAPPINGS and it upper cased the client_program name.

similar issue raised for 9i and 10G and addressed in  (Doc ID 471173.1) , it was caused by and a bug that is fixed in 11G
