On : 5.6 version, Privilege System

ACTUAL BEHAVIOR
---------------
After changing accounts to use sha256 passwords, the users can no longer log in.

EXPECTED BEHAVIOR
-----------------------
Users should be able to log in.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Follow the steps in: Oracle Support Document 1556803.1 (How to Convert Existing Users to Use SHA-256 Passwords?)
2. Change the password for the user in Workbench

Due to this issue, users cannot log into MySQL.
