"Failed to create voting files on disk group" when replacing voting disk

Symptoms
Restoring OCR & Vote disk to a new disk group, OCR restore went fine but during vote disk restore is failing as below( diskgroup +NRML is Normal redundancy with 2 failgroups by default )
crsctl replace votedisk +NRML
Failed to create voting files on disk group NRML
Change to configuration failed, but was successfully rolled back.
CRS-4000: Command Replace failed, or completed with errors.
Changes
The disk group containing the OCR and voting disk had issues. The disk group was recreated with normal redundancy having 2 fail groups .
OCR restore completed successfully
But while doing:-
crsctl replace votedisk <+NRML> is failing with above error.
