Oracle Client Custom Install Type Does Not Include ORACLSCE12.DLL (Doc ID 1589205.1)

When installing Oracle client version and selecting Custom install type, failling to explicitely select component "Oracle Net" will result in ORACLSCE12.DLL missing from OracleHome\BIN, which will result in various errors:


Invoking SQLPlus, or trying to invoke a program that uses the Oracle Data Provider for .NET (ODP.NET), Oracle OLEDB Provider (ORAOLEDB) will result in a popup dialogue with the error message



 ORACLSCE12.DLL is a new dependency in 12c core client libraries.
