Symptoms
When installing Oracle client version 12.1.0.1.0 and selecting Custom install type, failling to explicitely select component "Oracle Net" will result in ORACLSCE12.DLL missing from OracleHome\BIN, which will result in various errors:
Invoking SQLPlus, or trying to invoke a program that uses the Oracle Data Provider for .NET (ODP.NET), Oracle OLEDB Provider (ORAOLEDB) will result in a popup dialogue with the error message
