RDBPROD: Bad JDBC for Rdb MP Thin Server Performance if the CPU Usage is High (Doc ID 1589597.1)

It has been observed that the performance of a normal JDBC for Rdb thin server goes down by a factor of 2 if the system's CPU load is very high. However the performance of an MP thin server goes down by a factor of 10 or more under high CPU load.
