Symptoms

Database alert.log shows the following:

WARNING: Oracle instance running on a system with low open file
descriptor limit. Tune your system to increase this limit
to avoid severe performance degradation. Current limit = <nnnn>

OR

ORA-27300: OS system dependent operation:fork failed with status: 11
ORA-27301: OS failure message: Resource temporarily unavailable
ORA-27302: failure occurred at: skgpspawn3
