ORA-15025: Could Not Open Disk RAC Install 11.2 On AIX

You have a new 2 node cluster configuration on AIX platform using the new 16 Gig adapters for your HBAs.

You run root.sh script on node1 after finishing the software installation where you have chosen to install the software and to create the ASM configuration.

After running root.sh on node1 of the cluster you attempt to run root.sh on node 2 of the cluster and it fails stating that the disk is in use.

You check and find that reserves have been placed on the disks that were used to create the initial diskgroup which houses the spfiles, OCR and the voting disks for the cluster.

You verify that the disks are visible cluster wide and that they were created with the reserve_policy set to no reserve.

Expect root.sh to successfully complete on both nodes of the cluster

The issue can be reproduced at will with the following steps:
1. Set up new 2 Node AIX hardware using he new 16 Gig HBA adapters.
2. Install Grid Infrastructure software
3. Fail running root.sh on 2nd node because disks have been reserved by node 1.

The issue has the following business impact:
Due to this issue, users cannot successfully install the software on this hardware configuration.
