Goal

The Administrator account can start and stop listener.

However, a Windows user account in the ora_dba group cannot start and stop listener. It can start and stop a database.

The account cannot start and stop listener when local administrator right is granted to that account, it errors out with : TNS-01190 error when using LSNRCTL STOP.

The issue is that the DBA should not use the Administrator account which should be used by the system administrator.

The workaround seems to be start/stop listener using the Oracle listener service.

Oracle installation has been done using the Administrator account and option 2 'Create New Windows User' .

1. Does Oracle 12c requires Administrator account for install and administration ?

2. Does Oracle Home user can lsnrctl start/stop the listener ?

3.Which are the rights needed to administer the listener ?
