OWM Fails with the Error This function should be called while holding treeLock (Doc ID 1598061.1)

Symptoms

On : 11.1.1.7.0 version, Oracle Wallet Manager

When attempting to start OWM from an WEB TIERS installation 11.1.1.7.0,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Download ofm_webtier_linux_11.1.1.7.0_64_disk1_1of1.zip
2. run owm

Changes

Upgrading JDK (<WebTierHome>/jdk, which owm uses) to 7
