Executing an External Procedure Call Hangs When A Wallet is Configured via the SQLNET.ora Configuration File (Doc ID 1598247.1)

Attempting to execute an external procedure with default or listener configuration hangs when wallet is configured in database sqlnet.ora file (SQLNET.WALLET_OVERRIDE = TRUE)
This can be reproduced with the sample demo program provided in $ORACLE_HOME/plsql/demo/ and using the $ORACLE_HOME/hs/admin/extproc.ora configuration.

If the extproc process is killed it will report:

ERROR at line 1:
ORA-28579: network error during callback from external procedure agent
ORA-06512: at "SCOTT.DEMOPACK", line 5
ORA-06512: at "SCOTT.DEMOPACK", line 103
ORA-06512: at line 1

Running "pstack" on the hanging extproc process will show below call stack.
