 Scheduled jobs which use credential (OS userid / password)  have a long (eg, 25 seconds or below 26 secs of time) delay before job_action is executed.

DBMS_SCHEDULER external job which used to take 1 or 2 seconds now takes 26 or 27 seconds, dbms_scheduler external job latency or slow
