After Upgrade From 10.2.0.2.0 To 10.3.0.3.0 Mobile Client Fails To Install Because Of Missing Zlib.dll (Doc ID 1599405.1)

Symptoms

On : 10.3.0.3.0 version, Mobile Server

When attempting to install a mobile client for win32 10.3.0.3.0
the following error occurs.

ERROR
----------------------
olsyncAgent.exe

This application has failed to start because zlib.dll was not found. Re-installing the application may fix this problem.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install the mobile server 10.3.0.3.0 on MS Windows 2003 in d:\orahome2\mobile\server\bin
2. start the mobile server
3. http://hostname:port/setup
4. download and install the setup for MS win32
