ORA-54015: Duplicate Column Expression Was Specified" Error when sys_extract_utc is used as base for a function based index (Doc ID 1600420.1)

When attempting to create an FBI,
the following error occurs.

"ORA-54015: Duplicate column expression was specified"

create table mediator_containerid_lease( container_id varchar2(100), renewal_time timestamp (6) with time zone);
create index ix_utc_containerid_renewaltime on mediator_containerid_lease(sys_extract_utc(renewal_time), container_id, renewal_time);
ERROR : ORA-54015: Duplicate column expression was specified

The error does not occur in the following 2 cases:
-- a) removing the last column of the original index:
create index ix_utc_containerid on mediator_containerid_lease(sys_extract_utc(renewal_time), container_id);

-- b) add '0' minutes to the expression
create index ix_utc_containerid_renewaltim0 on mediator_containerid_lease(sys_extract_utc(renewal_time)+ interval '0' minute, container_id, renewal_time);
