Symptoms
Setting the sqlnet.ora file parameter 'SQLNET.OUTBOUND_CONNECT_TIMEOUT' to a value greater than zero will hang an instance startup using oradim.exe OR Windows Services Management.
Changes
The sqlnet.ora file parameter SQLNET.OUTBOUND_CONNECT_TIMEOUT may have been set recently in the server side SQLNET.ORA file. There is NO default value for this parameter.
