Symptoms

The alert log reports errors similar to the following:

Errors in file /oracle/app/oracle/product/11203/rdbms/log/test_j001_23527678.trc:
ORA-12012: error on auto execute of job "SYS"."DRA_REEVALUATE_OPEN_FAILURES"
ORA-48168: the ADR sub-system is not initialized
ORA-06512: at "SYS.DBMS_IR", line 522

Changes

The database was recently migrated from Oracle 10g to Oracle 11g
