After patching to the Grid Infrastructure home to 188.8.131.52.8GIPSU or upgrading to 184.108.40.206, the clusterware oraagent no longer set the local_listener during the instance startup, when listener_networks is set in spfile. And due to this, client connections may receive the TNS-12502 or TNS-12170.
Patch Grid Infrastructure home to 220.127.116.11.8GIPSU or higher.
Upgrade to 18.104.22.168.0
Exadata customers, please note 22.214.171.124.8GIPSU is included in 126.96.36.199 Exadata BP21.
