After patching to the Grid Infrastructure home to 18.104.22.168.8GIPSU or upgrading to 22.214.171.124, the clusterware oraagent no longer set the local_listener during the instance startup, when listener_networks is set in spfile. And due to this, client connections may receive the TNS-12502 or TNS-12170.
Patch Grid Infrastructure home to 126.96.36.199.8GIPSU or higher.
Upgrade to 188.8.131.52.0
