When the execution of two applications (for example, Pro*C and C#) attempt to reuse a PL/SQL shared cursor the following error may be returned:
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
This happens when two different applications executing a PL/SQL block use a cursor with an OUT bind variable and the cursor is invoked first with code point semantics and then a second time without, which can cause the issue to appear intermittently.
