After upgrading to 184.108.40.206 or 220.127.116.11 from earlier releases, you observe that the job processes hang with library cache locks.
In v$session_wait you observe that the sessions waiting for library cache lock are job slave processes.
This is specific to dbms job but can be observed even for dbms_scheduler when job_queue_processes > 0.
Recently upgraded to 18.104.22.168 or 22.214.171.124
