DBMS Jobs hangs with Library cache locks in 11gR1 (Doc ID 1604347.1)

After upgrading to or from earlier releases, you observe that the job processes hang with library cache locks.

In v$session_wait you observe that the sessions waiting for library cache lock are job secondary processes.

This is specific to dbms job but can be observed even for dbms_scheduler when job_queue_processes > 0.
