Oracle Exalytics: Aggregate Creation On Multi-instance Implementation Fails With Error: "...TimesTen 18.104.22.168.0 CLIENT...Unable to connect to data source (DSN: TT_AGGR_STORE..."

Oracle Exalytics server includes three instances on single bare metal box: DEV, SIT, and UAT. OBI 220.127.116.11.131017 and TimesTen 18.104.22.168.0 are installed on each instance and each instance was installed using a separate operating system user. All the TimesTen instances are running on different ports and each has the default aggregate store called "tt_aggr_store." But when trying to create aggregates using nqcmd, all instance seem to point to the Dev instance of TimesTen. The issue happens even when the DEV TT instance is down and while creating the aggregates in SIT or UAT, the build errors out and nqserver.log shows the following error:
"[ERROR:1]   [ecid: 004vsQa898eB5ELLqQG7yY0002Y50007gc,0:497:1] [tid: 425e0940] [nQSError: 16001] ODBC error state: 08001 code: 0 message: [TimesTen][TimesTen 22.214.171.124.0 CLIENT]Unable to connect to data source (DSN: TT_AGGR_STORE; Network Address: localhost; Port Number: 53397).”
The port mentioned in the error (53397) is for the Dev TT instance.
