If TimesTen Database Installed In Silent Mode With Defaults, then TimesTen Server Does Not Get Started. (Doc ID 1613169.1)

When testing out a silent install from script file on Windows 7 64 bit,  I created a silent install where I didn't set any options and chose many defaults, in particular I did not set TNS_ADMIN during the recording of my install since its not required.

Noticed that although the original install from which it was created worked fine,  the one created using my script file did not start the server:
