ODA: After ODA Upgrade the TFA Collector is Not Upgraded on Node 2

Symptoms
After upgrade from 2.4.0.0.0 to 2.7.0.0.0 TFA not upgraded on node 2.
TFA is still in version 2.4 on node 2. It should be 2.5.1.5.
The upgrade is reattempted with 'upgrade -infra' command, but there is no change.
