XDB UNINITIALIZED: XDB$SCHEMA NOT ACCESSIBLE in alert log when starting upgrade (Doc ID 1619145.1)

Symptoms

When trying to start the database in 'upgrade' mode, the following error occurs in the alert log

 "XDB UNINITIALIZED: XDB$SCHEMA not accessible

Sample:

 

Successful mount of redo thread 1, with mount id 117647961
Database mounted in Exclusive Mode
Lost write protection disabled
Create Relation IPS_PACKAGE_UNPACK_HISTORY
Completed: ALTER DATABASE   MOUNT
Thu Oct 24 09:47:12 2013
ALTER DATABASE OPEN MIGRATE
...
Resource Manager disabled during database migration
Thu Oct 24 09:47:40 2013
replication_dependency_tracking turned off (no async multimaster replication found)
 XDB UNINITIALIZED: XDB$SCHEMA not accessible
Completed: ALTER DATABASE OPEN MIGRATE
