On : 12.1.0.1 version, Database Security

ACTUAL BEHAVIOR

ALTER PLUGGABLE DATABASE PDB1 close immediate;


drop user C##USER2;


SQL> select USERNAME,USER_ID,CON_ID from cdb_users where username like 'C##%';

USERNAME USER_ID CON_ID
-------------------------------------------------------------------------------------------------------------------------------- ---------- ----------
C##USER1 104 1

SQL> ALTER PLUGGABLE DATABASE PDB1 open read write;

Pluggable database altered.

The issue can be reproduced at will with the following steps:
1. Stop PDB
2. drop common user
3. open PDB
