Sporadic stalls and packet loss to Exadata management network

Symptoms

 Connections to Exadata's management network such as SSH to the DB nodes periodically experience stalls. During such periods, pinging the DB node's management network also results in timeout. Issue is seen even among the nodes themselves.

Logging into the Cisco management switch and checking the error log shows errors similar to:

 Implemented policy based routing following steps in Configuring Exadata Database Server Routing (Doc ID 1306154.1) or network hardware related changes
