Attempting to upgrade IB switches as part of Exadata 126.96.36.199.0 software upgrade by running:
Waiting for at least 10 minutes, then logging to the switch and running "uptime" and "version" indicates that switch has not been upgraded to version 2.1.3-4 or rebooted. SSH to the switch can take a minute or more before being prompted for password.
