Sdo_distance Does Not Respect Axis Order (Doc ID 1622099.1)

Using a GIS application storing spatial data in EPSG 4979 system. with "latidude,longitude,height". a query from sdo_coord_axes shows that oracle spatial
should know the axis order. but when using sdo_distance function it seem as the interpretation would be longitude,latitude.
