This issue is specific to a GRID installation where the COST or secure listener implementation was completed AND where the 'GRID' owner differs from the 'ORACLE' owner See
Symptoms
Following the implementation of COST for securing the listener, the services do NOT register with the SCAN listeners as expected.
Lsnrctl status or services output against SCAN listeners show 'the listener supports no services'
The following errors are being thrown repeatedly in the SCAN listener log files. This is a result of a failed attempt by the instance to register using the TCPS protocol.

The following errors would also be thrown in the listener log since registration of the service is not working:
TNS-12514: TNS:listener does not currently know of service requested in connect descriptor
A level 16 listener trace of a SCAN listener shows the errors:
This error occurs when the SSL negotiation between the listener and the instance is failing.
