Remote JDBC Thin Driver Connections time out due to NULL Service Name information back from the Listener if LOCAL_LISTENER is not set correctly (Doc ID 1624339.1)

JDBC Thin connections fail to connect and throw various generic "timed out" errors:


Comparison -->
- A normal Oracle*Net / SQL*Net connection, such as with SQL*Plus or an OCI driver, does not have this same issue which connects without issues.


This may be a new installation or cloning from an existing installation or configuration changes.
Either way, there may have been a change to Database "Registration" settings.
