ora.LISTENER.lsnr status showing INTERMEDIATE CHECK TIMED OUT due to CPU/Memory 100% Used (Doc ID 1624487.1)

Symptoms

The listener resource goes to "INTERMEIDATE" status  and all client connections via listener are failing.

$crsctl stat res -t

ora.LISTENER.lsnr
               ONLINE  INTERMEDIATE      vmrac1   CHECK TIME OUT
               ONLINE  ONLINE                    vmrac2

$GRID_HOME/log/<node>/crsd/crsd.log
