XMLType constructor fails when text includes the "Ñ" numeric character reference (Doc ID 1629475.1)

On a US7ASCII database, the XML parser fails with LPX-00217 when the text includes the "Ñ" numeric character reference for the Latin capital letter n with tilde ("Ñ").  The XML parser, however, is able to process other numeric character references that are also not in the US7ASCII character set such as "Í" which is for the Latin capital letter i with acute ("Í"), see below:
