Why do OFFLINED DISKS Become ONLINE Automatically in NORMAL redundant diskgroup? (Doc ID 1630542.1)

Goal

1. After a restart of ASM instance, why does our NORMAL redundant diskgroup bring up all failuregroup automatically after a disk failure?

Please don't mistake FAILUREGROUPS and DISKGROUPS.

2. When they FORCE MOUNT the diskgroup, the data was not usable for restore from one of the two failgroups, why?
