DBMS_INTERNAL_LOGSTDBY Is No Longer Valid After Upgrade To (Doc ID 1631835.1)

Package DBMS_INTERNAL_LOGSTBY is invalid after upgrade to
Trying to use this package results in errors:

ORA-06502: PL/SQL: numeric or value error: host bind array too small
ORA-06512: at line 1

 The catupgrd.sql script output contains error ORA-01950 no privileges on tablespace 'SYSAUX' when creating the following objects:

create index system.logstdby$events_ind                             
       on system.logstdby$events (event_time asc) tablespace SYSAUX;

create table system.logstdby$skip_support (                                       
  action          number not null,    /* number as seen in sys.audit_actions */   
                   /* reserving actions 0 & -1 for internal skip schema list */   
  name            varchar2(30) not null,         /* action to skip or schema */   
  spare1          number,                                /* Future expansion */   
  spare2          number,                                /* Future expansion */   
  spare3          varchar2(2000)                         /* Future expansion */   
) tablespace SYSAUX    

 There may be subsequent ORA-942 errors recorded, due to subsequent SQL or PL/SQL statements that reference table system.logstdby$skip_support.
