Sar Command Does Not Work As Non-root Users After Upgrading to 220.127.116.11.0

After upgrading to 22.214.171.124.0, the "sar" command on DB nodes gives a permission denied message as show below when executed as non root users.
This also affects EM Monitoring that uses "sar" since Enterprise Manager uses "sar -w" command to monitor swap and switching activity.
