ORA-4063 Encountered When Generating Server Alert SMG-4120/SMG-4121 (Doc ID 1632720.1)

Symptoms

On Oracle RDBMS 11.2.0.x version.

The underlying AQ related object were created in a right way, AQ dictionary tables and obj$ show the right dependencies.

But the following messages were still being logged in the alert log and other objects remains invalid

ORA-4063 encountered when generating server alert SMG-4120
ORA-4063 encountered when generating server alert SMG-4121

ORA-04063: package body "SYS.DBMS_SERVER_ALERT_EXPORT" has errors
ORA-06508: PL/SQL: could not find program unit being called: "SYS.DBMS_SERVER_ALERT_EXPORT"
ORA-06512: at line 1
ORA-06512: at "SYS.DBMS_METADATA", line 10096

Changes

The script catnoalr.sql, for dropping SYS.ALERT_QUEUE, was executed.
