ORA-7445 [kadaccess()+3860] due to DBMS_AQ.ENQUEUE procedure (Doc ID 1633665.1)

The alert log may report below errors using SYS.DBMS_AQ.ENQUEUE:

Exception [type: SIGSEGV, Address not mapped to object] [ADDR:0x0] [PC:0x107F8EDB4, kadaccess()+3860] [flags: 0x0, count: 1]
ORA-07445: exception encountered: core dump [kadaccess()+3860] [SIGSEGV] [ADDR:0x0] [PC:0x107F8EDB4] [Address not mapped to object] []
ORA-21560: argument 7 is null, invalid, or out of range

The call stack from the trace file includes functions like:

... kadaccess  OCIAnyDataAccess  jsksGetAnyData  jslvGetJobExecInfo  jslvepre_exec_pre  jslvss_session_star  jslve_execute0 ...

The error reproduces when the below procedure is called with a null value for the payload argument. 

Using a not NULL value, the errors did not reproduce.
