- You are using version 11.2.0.4

- You have a trigger defined as after startup on database

- It is owned by another user than SYS (for example SYSTEM)

- Inside the trigger body an ALTER SYSTEM command is issued using dynamic sql (for example to set use_stored_outlines)

Upgrade to version 11.2.0.4 from a previous release.
