TimesTen PL/SQL Datatype Value Negation Issue That May Generate A Constraint Violation (Doc ID 1641957.1)

Symptoms

In the following example, a PL/SQL procedure inserts a row into a table with TT_SMALLINT columns. The inserted TT_SMALLINT values all became negative  values. What's worse is that you won't be able to insert more than 2 rows. It complains about unique constraint error on the 3rd execution.

This can be reproduced in ttIsql following the steps below.
