Using [SNAPSHOTVAR] In Ini File Does Not Work With Wsh, Null Error is returned (Doc ID 1642154.1)

Symptoms

On : 11.3.0.0.0 version, Mobile Server

When attempting to use wsh to set the data subsetting
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
Using DMS 11GR3 with wsh to populate the Data subsetting:
SQL> select * from mobileadmin.c$all_subscription_params where clientid='<USERNAME>';
TEMPLATE | CLIENTID | PARAM_NAME | PARAM_VALUE
-------------+----------+-------------+------------
DEFAULT | <USERNAME> | CLIENTID | '<USERNAME>'
PUB_TEST_WSH | <USERNAME> | ADM_VERT_NR | NULL

I am using this test3.ini:
[DATABASE]
TYPE=ORACLE

[SNAPSHOTVAR]
NAME=<TABLENAME>
PLATFORM=SQLite WIN32;US
VIRTUALPATH=/ccm_mobileadm
USER=<USERNAME>
VAR=ADM_VERT_NR, 11
