Shared Pool consume on "kwqmncal: allocate buffer" and error ORA-25319 in alert.log file after reboot (Doc ID 1644186.1)

Symptoms

Database has been working properly but after instance restart alert.log file is flooded with errors:

error 25319 happened during Queue table repartitioning
error 25319 happened during Queue table repartitioning
error 25319 happened during Queue table repartitioning
error 25319 happened during Queue table repartitioning
error 25319 happened during Queue table repartitioning

In addition to this, shared pool just grows and grows and checking v$sgastat, it is observed that component "kwqmncal: allocate buffer" is the responsible of this consume.

To release this memory area, it has been tried to reset qmon processes and flush shared pool without success

Changes

Prior instance restart, there has been a drop cascade of a user that contained queues and queue tables.

This can be a Streams administrator user too.
