Oracle ARP protocol driver installation is recommended as per
RAC and Oracle Clusterware Best Practices and Starter Kit (Windows) (Doc ID 811271.1) in Network Considerations Section:
For 11.2, the Oracle ARP protocol driver is not installed during Oracle Grid Infrastructure Installation. Install the oraarpdrv post-GI installation as per Oracle® Database Release Notes 11g Release 2 (11.2) for Microsoft Windows.
